Two weeks ago Timothy Garton Ash astutely noted that the massive issue of university funding is a test of "Europe's seriousness of purpose in the 21st century". The UK response has now come from the business secretary, Vince Cable, in the form of proposals for a graduate tax, increased fees, and an accelerated two-year degree course. He may as well have gone the whole hog and announced a change of title, from universities to "degree factories" -yup!
